The Liverpool Declaration on Screening for Diabetic Retinopathy in Europe


The following declaration on screening for diabetic retinopathy was developed and received consensus endorsement by delegates at the conference “Screening for Diabetic Retinopathy in Europe – 15 years after St. Vincent” on 17th – 18th November 2005 in Liverpool, UK.

European Countries should …..

Reduce the risk of visual impairment due to diabetic retinopathy by 2010 through:

  • systematic programme of screening reaching at least 80% of the population with diabetes
  • using trained professionals and personnel
